What is gathered, every time

1. 01

   US customs bill-of-lading records

   who actually took delivery, from which origin, on what date — the only source here that names a buyer against a purchase that happened. Read through the trade program, which holds the subscription that can see the counterparty column the free vendor pages withhold.

2. 02

   Utility and public-power procurement

   the solicitations, awards and capital plans that investor-owned utilities, municipal utilities, rural co-ops and state agencies publish, and the federal notices on SAM.gov.

3. 03

   EPC contractors and project awards

   the award notices and project pages of the firms that build with this equipment. The contractor buys it long before the owner is named anywhere, and is usually far easier to reach.

   Certification and duty sources

   the product standard the buyer's specification calls for, any required laboratory listing, the federal rule on the product itself, the domestic-content provisions on federally funded work, and the duty in force on this origin today.

   Trade directories

   association rosters, distributor lists and exhibitor lists — used only to resolve a contact for an organisation already found. A listing on its own is not evidence anyone buys.

Coverage

• ·Mean coverage 0.956 across all 5 — but 3 of 5 at or above 0.95, and that is the honest reading. A mean built from three perfect runs and two short ones is not five runs at 0.95.
• ·Quality 1.000 on every scored run — the share of claimed sources that are really where the document says they are. Coverage is how much was gathered; quality is whether the claims about it hold.
• ·Three of the five started from an EMPTY document, which is the harder case: nothing to resume, and no correction from a previous run to carry in. One of those scored 1.000.
• ·What is still short is one thing on both: a line that was edited and lost part of what it carried. Asked to correct a count, one run moved its header from 7 to 12 when the answer was 13, and in rewriting that line dropped the HS code and period its provenance clause had been carrying — so a criterion that had been passing failed.
